Dr. Nkosazana Dlamini-zuma Municipality Appoints A New Chief Financial Officer

Dr Nkosazana Dlamini-Zuma Municipality has moved swiftly in appointing the new Chief Financial Officer (CFO), a strategic position for the institution, following the resignation of the previous incumbent. Within a matter of weeks after former CFO, Mr M Mzimela resigned, the Municipality wasted no time and commenced with the processes to appoint a new incumbent and Mr Philip Mtungwa was successfully selected to fill the vacancy. Mtungwa’s appointment was warmly welcomed by the Municipal Council since he has been dubbed “Mr No Nonsense” who is upstanding  and values his work. He has worked in the finance department for some time and has been often selected to act in the position on certain occasions.

​With the recent appointment of Mr Mtungwa it’s safe to say, ‘not all is doom and gloom’ in local government, as he is set to provide strategic leadership in the budget and treasury office.
Mtyngwa, a Chartered Accountant, was appointed as CFO effective from the month of October 2022, following a meticulous selection process by the municipality. He brings with a wealth of expertise in the finance and local government sector.

His appointment is tied to our vision for a transparent fiscal management and adherence to strict administration processes. Part of his duties will include, formulating creative strategies to enhance financial viability with cost effectiveness in the delivery of services and the financial administration of the municipality as well as providing support during the preparation of the municipality’s Integrated Development Plan and Service Delivery Budget and Implementation Plan in compliance with the Municipal Finance Management Act to ensure effective and efficient performance.

The achievement of a clean audit or an improved audit outcome requires a buy in from all departments with strict implementation of internal controls as well as a consolidated corrective action plan with time frames being followed by all departments. We are confident that CFO’s skills and knowledge of local government and strict financial practices will have a positive impact in the municipality’s plan to achieve financially stability.

A motivated and enthusiastic accounting graduate with vast knowledge and experience in local government management practices. He holds a B Com Accounting qualification from University of South Africa as well as National Diploma in Local Government Finance, he possesses proven leadership abilities, he has acted as CFO on different occasions in the former Kwa Sani Municipality with excellence, over the past years he has been working as a Senior Accountant and Deputy CFO respectively at Dr NDZ Municipality since its establishment. Mr Mtungwa started his journey as a trainee accountant in the private sector and later joined the local government in 2009. He has held different positions in local government both in middle and senior management levels. With the new challenge he has made a commitment to make valuable contribution in the provision of services to Dr NDZ Municipality residents and ensure that the municipality continues to be counted as one of the best performing municipalities.
